This is accomplished with the use of multiple Ring Groups.

Create two Ring Groups.
The first contains all the extensions in the initial ring cycle.
The second Ring Group contains all the members of the first Ring Group in addition to the extensions in the other locations.
Set the Failover for the first Ring Group to the second Ring Group.
